UNCTAD / TrainForTrade Port Management Programme (PMP) English-Speaking Network, in cooperation with PT Pelabuhan Indonesia I (Persero), will organize a Coaching Workshop from 13 – 16 November 2018 in Medan, Indonesia
Mark Assaf and an expert from Dublin Port Company (DPC), will co-deliver the Coaching Workshop to 18 participants from Pelindo I, and the port communities of Ghana Ports and Harbours Authority, Tanzania Ports Authority and Kenya Ports Authority.
A DACUM session on Digital Identity will be organized from 18 to 19 September in UNCTAD’s HQ. The purpose of this phase from the TrainForTrade methodology, called Design a Curriculum (DACUM) is to brainstorm with experts in the subject matter (World Bank, World Economic Forum, the Republic of Estonia, Rajah & Tann Singapore LLP, Access Now, University of Lausanne) in order to define the objectives and content of job aids to be developed, to write training objectives, to define target population, to describe what the trainees will be able to do as a result of training and to design tests for each objective and finally to sequence training objectives and group them into training modules to form the curriculum.
The next steps will consist in the drafting and validating the training package for a delivery in the ASEAN in 2019.
This activity is anchored into a broader Development Account Project, titled “Leapfrogging skills development in e-commerce in South-East Asia in the Framework of the 2030 Development Agenda”. The overall objective of the project is to strengthen capacities of policymakers of beneficiary countries, namely Indonesia, The Philippines and Singapore, on e-commerce in two main areas:
- Practical aspects of e-commerce, and
- Digital Identity.

Mark Assaf, along with a port expert from Ireland launches Cycle 4 of the Port Management Programme (PMP) in Indonesia, commencing with the delivery of Modules 1 and 2 of the Modern Port Management Course from 20 February to 3 March. 21 middle managers from PELINDO I to IV and its subsidiaries is taking part in the programme.
The first two modules comprise of topics on International Trade and Transport and Organization of a Port System, respectively. A planning session will also take place with the representatives of PELINDO to determine the future strategies for PMP Cycle 4 in Indonesia.
The opening ceremony was attended by representatives of the 4 PELINDO’s, including IPC Corporate University, as well as H.E. Mr. Kyle O’Sullivan, Ambassador of Ireland to the Republic of Indonesia.
Indonesia has completed the 3rd cycle of the programme in 2015, wherein the deliveries were alternatively lead by UNCTAD and international instructors (including Irish port experts) as well local senior managers who have already completed the training-of-trainers workshop. Each training cycle lasts 16 to 24 months and comprises 240 hours of in-class training and a final thesis.
TrainForTrade in cooperation with Indonesia Port Corporation (IPC)/PT Pelabuhan Indonesia II (Persero) and with the support of Irish Aid, organized the second International Port Performance Scorecard workshop from 29 September – 2 October at IPC Corporate University in Ciawi Campus, Bogor, Indonesia. The workshop aimed at building upon the establishment of port performance indicators and measurement introduced during the first PPS workshop that collected and analyzed data from 2010 to 2013, by introducing data from 2014 as a data point and to expand the number of participating ports.
The workshop also considered the essential link to strategic planning in the Scorecard; and the potential for further development of, and additions to, the suite of performance metrics and benchmarks. Importantly, the emphasis of the workshop is at augmenting the initial technical focus to allow greater time for each port to present results and their experiences of the process, stakeholder feedback, and contributions to the continuous improvement and development of the metrics. The key ingredient therefore is relating the measures to the national and local context.
42 senior managers from 6 countries representing the English, French, Spanish and Portuguese-speaking Port networks took part in the workshop. Extending support to the participants during the opening and closing ceremonies were Pak R.J. Lino, President Director of IPC, H.E Mr. Kyle O’Sullivan, Ambassador of Ireland in Indonesia, Ibu Nina I. Permana, President Director of IPC Corporate University and Ibu Dessy Emastari, Senior Manager, Human Resources Development and Training, Persero.
